     The standard model of planned economy needs to be modified
      When it comes to the standards of China's gear industry, Wang Shengtang believes that they can be traced back to the early days of liberation when our country was all learning from the Soviet Union's experience. In the 1960s and 1970s, the industry began to implement the gear 60 standard organized by the government.
     "In the 1980s, in order to change the backwardness of the gear industry, my country began to refer to ISO standards and implement the Gear 88 standard. However, because it was a reference, there was still a large gap between the design, technology, and equipment of gears and international standards." Wang Shengtang said.
      In the 1990s, the market economy developed greatly in China, and the country decided to adopt ISO standards. However, due to endless debates on the issue of equivalence or equivalence, the Chinese gear industry delayed the implementation of the ISO1995 standard. It was implemented in name but did not actually change its thinking, resulting in gear manuals, textbooks, design and equipment and other standard concepts falling behind. So far, many companies still remain at the level of understanding of gear 88 standards, which has affected the process of gear products catching up with international standards.
       "Our country has been following the development path of market economy for 30 years, but the standardization work of the gear industry is still based on the planned economy thinking mode." Wang Shengtang repeatedly emphasized during the interview.
        He told reporters that under the planned economic system, standards are promoted and implemented by the government, and the government is the main body of standardization. "As a result of decades of planned economy, my country has formed a declining model in which international standards are higher than national standards, national standards are higher than industry standards, and industry standards are higher than enterprise standards. Enterprises lack the motivation to improve standards, and there is a gap between gear products and international products. If it is enlarged, it will eventually lead to repeated introduction into the industry, making it difficult to stop.”
        "At present, the standard thinking and organizational model of the planned economy in China's gear industry must change." Wang Shengtang has repeatedly called on many occasions.
         In the market economy environment, standards are updated quickly, products are replaced quickly, and technological innovation is rapid. The reason is that the driving force for the development of market economy standards is fierce market competition. "Enterprises are the main body of competition, that is, the main body of standards. Market competition promotes technological innovation, and innovation promotes the improvement of standards, thus forming a standard development model driven by enterprises and the market."        Innovative standards drive market development
       Under the conditions of market economy, enterprise standards are a symbol of the level of enterprise products. Advanced gear companies lead product standards through independent innovation, and then occupy the market with advanced products. Standards have become their weapons to create profits. Therefore, independent innovative product standards are the "locomotive" that drives the development of the gear market.
     "For this reason, in recent years, the Gear Association has been entrusted by leading companies in the industry to actively organize key companies to formulate and revise industry association standards, lead the market with standards, regulate the market with market access conditions, curb vicious competition, and support the good and cure the bad. It should be It is said that enterprises are the main body of standards, and associations are the organizers of standards." Wang Shengtang gave an example. The four series of standards such as vehicle gear steel procurement standards, motorcycle gear standards, and industrial general gearboxes organized by the Gear Association are all aimed at promoting products. Reach the international supporting level, curb the vicious competition of low quality and low price, take market access conditions as the main content, and promote the gradual upgrading of gear products as the purpose.
     According to him, in some developed countries in Europe and the United States, if the market response is good after the implementation of association standards for two or three years, they will be upgraded to national standards, using national standards to support enterprises in a favorable position in participating in international competition.
       "National standards are a weapon used as a threshold to protect the national market, while international standards are the product of international trade. They are standards led by gear associations of powerful gear countries and are the product of negotiations between national gear associations." Wang Shengtang told reporters.
      "To sum up, in the market economy, the independent innovation of enterprises is the basis for the birth of advanced standards." He concluded that advanced enterprises use innovative standards to open up the market, occupy the market, and lead the market, so enterprise standards are higher than industry association standards, and industry association standards Higher than national standards, advanced national standards are higher than international standards. "The reason why we regard international standards so sacredly now is because we lack innovation and lag far behind foreign countries in terms of concepts and standards."
      Independent innovation promotes industry development
     "Once an enterprise stops innovating, it will become a 'wage earner'. We must use independent innovation to promote China's gear products to reach the international advanced level." Wang Shengtang said that this is the basic view of the Gear Professional Association. Because of this, the Gear Association has been vigorously promoting independent innovation among enterprises since 2005. The Gear Association has been promoting the development of my country's gear standardization for more than ten years by referring to the experience of the American Gear Association's standardization work.
      "If enterprises want to participate in international competition, they must first catch up with and implement the new ISO gear (current) standards, make the basic standards of gear manufacturing accuracy and strength consistent with the international standards, and obtain a pass to enter the international market."
